 Conditions of Home Confinement

NC General Statute 130-A-196 states “All dogs and cats that bite a person shall be immediately confined for 10 days In a place designated by the local health director, if the owner or the person who controls or possesses a dog or cat that has bitten refuses to confine the animal, as required by this section, the local health director may order seizure of the animal and its confinement for 10 days at the expense of the owner.”

The health director has designated the following as acceptable places for confinement:

  1. Brunswick County veterinary clinic of your choice
  2. Brunswick County Animal Shelter
  3. Home of the owner if certain requirements are met

Requirements for allowing home.

  1. The animal(s) has a current rabies vaccination.
  2. The animal is not known by neighbors or animal control to have a history of roaming at large.

Requirements of facility for home confinement:

  • CATS must be confined indoors at all times unless the owner has a substantial outdoor cage, which can be locked.
  • DOGS must be kept in a fence adequate and substantial to SECURELY confine the animal, with adequate shelter and protection from the elements, or enclosed building.
